By the time this movie came out, the fact that Jasper Sitwell mentions Dr. Stephen Strange as an objective for Project Insight becomes somewhat anachronistic. The most common (and simple) explanation for this theory comes from the fact that Dr. Strange movie made no specific timestamp references that could be somewhat related to Captain America: The Winter Soldier (2014); under this logic, Stephen Strange could've been the supreme sorcerer even before the events seen on Avengers: Age of Ultron (2015), thus explaining this scene. Another theory is that this throw away line is evidence that the 'predictive' qualities of project insight are accurate - it has highlighted Stephen Strange as a threat to HYDRA even before he has become one.
