The screenwriters initially struggled about where Thor's new axe would be. There were even versions of the script where it was trapped by a dragon. But, returning to the model of scenes serving more than one storytelling function, the screenwriters felt this worked, as it provided a test for Thor, but also displayed what Thanos has wrought.
