While trying to kidnap the 9 top diplomats at the security council of a United Nations-like organization, the Penguin observes the diplomats' non-stop bickering with each other. He jokes that this is the entire world in microcosm, suggesting that there are endless conflicts around the world. The line was probably inspired by a number of Cold War-related conflicts of the 1960s, such as the Vietnam War (1955-1975), the Laotian Civil War (1959-1975), the Escambray rebellion (1959-1965) in Cuba, and the Congo Crisis (1960-1965).
