Clark's biological father Jor-El eventually taught Clark how to completely manage his powers. He wasn't able to be intimate with anyone because he would lose control and likely kill them. After his training is complete, he is able to be intimate with Lois Lane without hurting her. She was the first person without powers with whom he was able to be intimate.
