Dr. Stragelove, being in charge of weapons R and D, says that he commissioned a study by the "Bland Corporation: that showed the doomsday machine to be a useless solution. Ironically, it was during the Kennedy administration that Secretary of Defense Robert McNamara commissioned an ongoing study by the Rand Corporation on the ongoing status of the war in Vietnam and to document the history as it unfolded. When an employee of Rand discovered this massive report and its implications, he leaked it to the New York Times, revealing that the confidential assessment of the U.S. government was that the Vietnam war was unwinnable and should have been brought to a halt several years earlier. Naturally, Stankey Kubrick had no idea of any of this. It was just another interesting co-incidence.
