As it was revealed in the Season 3 finale, Ch'rell was an evil planet dominating conqueror who went by various identities to many planets in the universe. The Tengu Shredder was introduced in Season 5 to show why the regular Shredder (Ch'rell) took the identity to conquer the Earth.
