The dogs seemingly represent David's apathy and callousness, as he doesn't seem to care about them (or any living beings); he addresses them as "dogs" instead of names, doesn't hesitate to mutate them, and seems indifferent to their failure to kill Betty. Peter David's novelization explains that David only used the dogs to test the Hulk's strength. Their fate means nothing to David since they served their purpose, yielding a result surpassing his expectations: the Hulk was powerful enough to fight and kill them alone.
