Fraternization is a critical issue within the Navy, that is it is generally forbidden, especially between a superior and a subordinate under their command, with the concern being a breakdown in unit cohesion, efficiency and discipline which would interfere with the service's focus on the assigned mission. Civilian-military relations are not given the same degree of formal scrutiny, but does not mean it does not raise an eyebrow within close quarters.
