New Orleans, as oppose to the rest of the South, is where those of darker complexion have a bit more latitude with respect to their conduct, due to its founding as part of a French colony. It essentially has to do with the settlement patterns of the region, in that the areas of the Americas colonized by the French, Spanish, and Portuguese, the settlers were single men who intermarried the indigenous population, whereas the areas under English control were settled by tightly knit families from the same part of the country.
