This is not the first time Carmine Giovinazzo was on a CSI series. He appeared as street racer Thumpy G on CSI - Scena del crimine (2000). Considering that the two series share the same story universe, it could be argued, in fan theory, that he was either working undercover, as Thumpy G, or Thumpy G changed his identity after the events of the episode, and moved to New York.
