The reason Jack's apartment is a mess when we first see him early in the film is due to a serious plumbing situation that has not been resolved. Jack mentions this to Lew when he's explaining himself about Manny Feldstein's recanted testimonial about the Mayor taking money from the mob which is the films' other major subplot.
