James Gunn was allowed to use any character he wanted. Consequentially, he chose to use mostly lesser known characters. In a tweet Gunn wrote, "I considered many more well-known heroes and outlaws but I wanted to stick with Ostrander's original vision of mostly second-rate antagonists."
