Due to the Batman embargo that Warner Brothers laid down due to the new Batman movie franchise, Oliver Queen/the Green Arrow essentially replaced Bruce Wayne/Batman. Batman would be featured in the comic book continuation of the series, "Smallville: Season Eleven".
