It is never explicitly mentioned in the movie why only the nine Kings of Men were corrupted by the power of their rings through Sauron's One Ring, and not the Elves or Dwarves. According to the books, the Elves had created their three rings themselves, but did not give them powers of domination. Sauron could not corrupt their wearers, he could only see their thoughts, and when the Elves became aware of this, they simply took them off. The Dwarf lords were largely immune to the enslaving effects of their seven rings, but they did help them to become increasingly wealthy. Because their rings instilled such an overwhelming and destructive greed in them, the Dwarves were brought down anyway.
