In the series bible, the location of Dome City was given as "The coal region of Northeastern Pennsylvania". The deep anthracite mines may have provided refuge during a nuclear holocaust and the city then grew around these shelters. However this location may also be a homage to the original Buck Rogers stories. Northeastern Pennsylvania coal mines is the same location where Buck was "preserved" for his journey into the future.
