After the success of Top Gun (1986), filmed with the full cooperation of the USN, Tony Scott dismissed warnings that such cooperation would not be granted for Crimson Tide given the film surrounds a mutiny; not a flattering image for the Navy. Scott believed he had "an in" with the Navy based on their previous production relationship however neither the SecNav or the CNO would budge. Unlike The Caine Mutiny (1954), in which the Navy also withheld participation but eventually yielded to compromise, the Navy expressed grave reservations about participating in a film depicting not only a mutiny but one that could result in a nuclear war.
