Agent Sullivan is repeatedly mentioned as Hetty's greatest loss in her NCIS career. This is the little that is known about him; In 1999 he was killed in action attempting to inflitrate a fanatical militia group. Hetty herself recruited him to NCIS and personally wrote a letter of recommendation for the job that got him killed. Hetty has never stopped blaming herself for his death.
