Megatron was supposed to announce the bounty on Sam Witwicky. The filmmakers ultimately decided to combine the return of the Fallen to Earth with the scene that the Decepticons reveal themselves. This decision for the change was made late into production, and the Fallen is the one who demands from the world leaders to find Sam. The dialogue during the scene, however, would make more sense if Megatron made the announcement (as was originally planned), since he was the one who lived hidden among humans for years, and he had more reasons to loathe Sam for the events of the first film.
