Cap's nightmare is being afraid that he can't live in a world without conflict. In an extended version of the scene where Maria Hill is telling Rogers what Ultron's been up to since the attack, Maria Hill also intuits this after she posits the theory that maybe Ultron is doing what he's supposed to do by killing Strucker and Cap replies that if he thought Ultron was going to bring about world peace he'd hang up his shield. Hill replies, "Would you?" casting doubt on Rogers's statement.
