Admiral Zhao, just like Zuko, was one of the last characters to be written into the show. It was decided that season 1 needed a real villain for viewers to sink their hate into, because Zuko was too sympathetic to be hated and Ozai didn't have enough of a presence in season 1 to be a real villain yet, so Zhao was written into the show alongside Zuko to be the season's antagonist.
