Ultron displays a limited ability to control and manipulate matter. It is possible (if not likely) that he integrated Gravitonium into his metal form. Gravitonium is a rare, high atomic number element that possesses gravitational properties. With it, one can essentially "harness and manipulate gravity" within or around an object. Gravitonium is more thoroughly addressed in the tv show "Agents of S.H.I.E.L.D." as Coulson and his team come across it multiple times.
