Frollo commits many crimes in the movie: False imprisonment (Quasimodo), Attempted sexual assault (Esmeralda), Attempted murder (Phoebus, Esmeralda, Quasimodo, a family of four people), Arson (Paris), Murder (Quasimodo's mother), Torture (His previous Captain of the Guard and Quasimodo). Although he also technically was guilty of attempted genocide and searching homes without a warrant, those did not count as crimes back in the time period of the movie (the 15th century), as the concept of human rights, including warranted searches of homes, did not occur until the enlightenment movement in the 17th-18th century and genocide did not formally become a punishable crime until the aftermath of World War II due to the actions of Nazi Germany.
