Walt Disney Productions acquired the film rights to most of of L. Frank Baum's Oz novels in 1954. Their only previous use of the rights was the unfinished feature film "Rainbow Road to Oz". By the 1980s, the film rights were about to expire. When Walter Murch proposed making another Oz film, the Disney executives figured that it was their only chance to use the rights before their expiration date.
