Although his on-screen time is less than 25 minutes, Hannibal Lecter still kills five people during this time: Two security guards, the paramedic, the ambulance driver (unseen) and a tourist (also unseen). In Hannibal (2001), where practically the whole movie is based around him, he only kills three people: Matteo (the Sardinian thug) Gnocco (the thief trying to get his fingerprint) and Inspector Pazzi. Paul Krendler's fate is ambiguous, and although it's implied that Lecter also killed the curator whom he replaces, it has happened before the movie's timeline. Clarice Starling kills more people than him in the sequel.
