Daniel Pesina stated in an interview on the UpUpDownDown (2015) Youtube series that the ninja turtle costumes had very small eye slits for the actors to see out of that were also a good 3 inches away from their faces instead of being flush. So as a result, most all fight scenes show foot clan actors standing around waiting to be hit because the turtle actors couldn't see what they were doing. Pesina went on to explain that if you watch close enough, the Ninja Turtles would first throw out random punches and kicks and then a Foot Soldier would bend and jump in front of them so they could be hit. This explains why many of the foot soldier actors couldn't throw back any punches or kicks of their own as the turtle actors didn't have the ability to react.In a way, this helped tone down the criticisms of the first movie being too violent as there was little to no back-and-forth fighting when the Ninja Turtles would quickly defeat their enemies with one strike.
