Despite the film implying that Andre has a reputation for killing "cop-killers", he not only goes out of his way to NOT kill Michael or Ray (unlike the rest of the cops after them), he's only shown killing one cop-killer in the film (Taylor Kitsch's character Ray). The rest of the people he kills are, ironically, dirty cops. Another bit of irony is that Andre acts in self-defense during each killing (even Ray's), which is what Andre constantly argues each time his reputation is questioned.
