The coming war, which Lieutenant Joshi is hoping to prevent, will apparently have three warring sides. One is the humans, another is the Nexus 8 Replicants who will proclaim their freedom from humans due to the live birth of Rachael's offspring, and Wallace's Nexus 9 Replicants who remain fiercely loyal to him. As demonstrated in the film, Wallace can't crack the problem of creating live birth in his Nexus 9 Replicants. One can assume that his Replicants would fight the Nexus 8 Replicants to find Rachael's child, and gain that ability.
