While Ratner had originally spoken of Tony Jaa playing the film's main villain, Jaa declined due to being in the midst of the lengthy shoot that was Ong Bak 2 - La nascita del dragone (2008) and Ong Bak 3 (2010). The idea for using Hiroyuki Sanada as the main villain came about after casting sessions in Hong Kong, when Asia casting director Mike Leeder suggested the idea of Sanada and reminded production that while now known primarily as a dramatic actor, Sanada began his career as a protege of the legendary Shin'ichi Chiba.
