In the movie, Elrond mentions the previous 400 years of "watchful peace" during the White Council, as Gandalf voices his recent suspicions about Sauron's return to his stronghold at Dol Guldur. In the Lord of the Ring's Appendices, it is clear that the Council has long known about this: 900 years before the start of the Hobbit novel, Gandalf already drove Sauron away from Dol Guldur, which started the period called 'the Watchful Peace' that ended 400 years later when Sauron returned there again; the White Council was apparently unaware of this until 90 years prior to the start of the book. Gandalf actually urged the White Council to move against Dol Guldur, but Saruman decided against it, stating that Sauron was not yet powerful enough to warrant such a dangerous intervention. The movie significantly condenses and simplifies this backstory, omitting the first White Council and having the Watchful Peace end around the start of the movie.
