Vegeta is older than Goku. This is identifiable by the fact that Vegeta was a fairly well-developed young warrior around age 5-6, and Goku was just born at this very time. The canonical sequel movie Dragonball Super: Brolly contradicts this showing Goku, Vegeta, and Brolly being Saiyan babies born around the same time, shortly before the destruction of their planet.
