In the movie, the Jungle Guard is the unofficial army of the Phantom. It was started by the second or third Phantom, ironically enough, from a pirate crew. Years later, it became necessary for the Phantom to hide this fact from his own troops. Only the Patrol's commander knows that the Phantom is the group's true leader.
