Obviously little is actually explained by the movie but based on the density of the ships in the final scene it isn't unreasonable to assume whoever did this covered most of human civilization, meaning it's entirely possible that only 1 in 50 people on the planet is still alive at the end of the movie. If the other survivors are any indication it's also entirely possible that most of those remaining people are children or pregnant women. The exact distribution of people in a group would heavily affect what sort of person survives (as well as whether or not they figure out how the voting works in time, which is far from a certainty in every group), so there are probably still some doctors, engineers, hunters and other skilled workers left who have the ability to help the civilization of survivors continue, but if most of the people left aren't capable of functioning very well in a world without the luxuries of modern society then there are probably large regions where getting out of the ship is actually just going to lead to a slower and more agonizing death than the quick electrocution they would have otherwise suffered. And of course even in the areas that can scrounge together some sort of stable existence you're still going to have people like Eric or The Bearded Man who will be more than willing to rule over the other survivors under threat of violence.
