The Showa, Heisei and Millenium Mechagodzilla incarnations are largely robots with no mind of their own; though Kiryu gains one of his own once the Godzilla skeleton in him reawakens its spirit. This Mechagodzilla has Ghidorah's intelligence and once it activates at the climax, shows he knows exactly what he can do and how to exploit it. There are also implications he may have been conscious the entire time and actively manipulating Godzilla by intentionally signaling him to attack Apex's bases so as to make Godzilla appear to have turned evil.
