In the 40+ years since the show was produced, the rights holders for many of the songs have been merged into larger record companies and music publishing giants. When the DVD versions were originally released, many music publishers and record labels were merging and splitting, and artists were re-claiming their masters, so it was unclear which rights had gone where. With the sheer volume of music used, it would be much easier to clear the various rights of the 2021 Disney+ streaming re-issue from a few sources, rather than lots of smaller independent publishers.
