One of the film's subplots is the tense and mistrustful relationship that existed between the Joint Chiefs of Staff and various Kennedy administration officials. One of the more contentious of these relationships was that between Defense Secretary McNamara and Admiral George Anderson, who are shown in one scene having a heated argument about the rules of engagement. The two men were known to strongly dislike one another; McNamara considered Anderson as hawkish and insubordinate while Anderson viewed McNamara as unqualified and meddlesome. Eventually, McNamara decided he'd had enough of Anderson tried to persuade President Kennedy to dismiss him. Kennedy, although deciding against an outright firing, chose not to reappoint Anderson as Chief of Naval Operations and instead tapped him to be U.S. Ambassador to Portugal. It was primarily due to his falling out with McNamara that forced Anderson to take early retirement.
