Actor Shea Whigham, who worked previously with director Brad Anderson on the HBO crime drama television series 'Boardwalk Empire' (2010-2011), said he approached his character of political operative Gary Ruzak from the inside out. "I never judge my characters. You have to have empathy for guys who might walk both sides of the line. For Ruzak, it's Agency before individual, so I tried to find that depth and present both sides of who he is as a human being."
