Deakins and Hale have never killed anyone in person, face to face since they were both pilots who never faced actual physical combat. Deakins kills Pritchett by slamming the flashlight at his throat in which he says "I've bombed people, but never killed anyone in person. I don't see what the big deal is, I really don't" Hale kills Deakins' henchman who is pointing the gun at both Terry and him on top of the freight train. In which after after Terry says "That's a first" and Hale says "A first for me too." Hale later kills Kelly when he swings into Deakins' train car and slams into him throwing him off the train while its' crossing the bridge and into the river below.
