Having to appeal to a wide range of viewers, the show's setting is never overtly mentioned. According to the producers, creator Neil Marlens wanted to set it in Long Island, NY specifically, but ABC wanted an anonymous setting to reflect an "Anytown, USA" feel. Various clues throughout the series strongly indicate the location was indeed the suburbs of Los Angeles (most likely in the San Fernando Valley): all the cars have California plates, there are mountains at the end of Arnold's street, snow or heavy winter weather is never occurs, Wayne's driver's license shows a California address and ZIP code, and Jack's job was at a defense contractor (there were many in the San Fernando Valley in the 1950s -1990s). There are also indications that it could take place in Ohio, as during S04E16, Jack and Kevin are taking a drive to a store that is supposedly an hour away but ends up in Loudonville and Hillsdale by accident. Loudonville is in Ohio (not California), and are a few Hillsdale's in neighboring states. There is also evident when Jack becomes Regional Manager for his company and often takes business trips, some of which are in Pittsburgh (S04E07) and Cincinnati (S04E16). This likely indicates the show was filmed in California while being set in Ohio or the Midwest.
