In the early phases of the French Revolution, Marie Antoinette forged a political alliance with the Prime Minister Jacques Necker (1732-1804, term 1789-1790). Necker was a self-described moderate, and he wanted to establish a constitutional monarchy. By 1790, Necker's popularity had declined considerably am he resigned. He was allowed to leave the country.
