The creators originally intended the recurring villain Schwarzwald to be quite similar to the Joker from Batman, an evil madman who committed heinous crimes to amuse himself. This changed when writer Chiaki Konaka became fascinated with the idea of a conspiracy theorist who turns out to be right about everything.
