In the opening lines of the movie, Frank is describing how the state of Virginia had to have solitaire removed from their computers "because that hadn't gotten any work done in six weeks." This line is actually based on fact. In December of 1994, Governor George Allen of Virginia did in fact order that all video games (specifically minesweeper, hearts and solitaire), be removed from all state computers, because of a concern that state employees were playing these games during office hours and wasting taxpayer dollars.
