"Come hell or high water" -as well as "tenderfoot/greenhorn"- originated in the cowboy milieu, meaning that the ones leading the trek were prepared to continue to the end no matter what, especially when crossing a river with a high tide, something that made the cattle nervous and touchy, making them prone to drown.
