Originally, Russell T. Davies wasn't going to bring back The Daleks when the show returned in 2005 and he was going to replace the Daleks with new adversaries for The Doctor to do battle with - the Toclafane which were creatures in floating cybernetic spheres. But, due to their popularity, The Daleks were brought back in Series 1 and the Toclafane were reused in the 2 part Series 3 finale which they were humans from the far distant future whom were turned in the Toclafane by The Master.
