Although the film's producers had suggested that the tanker truck should have exploded in a huge ball of fire for a more effective ending, this would obviously have required that the tank either be partially or completely full of fuel, but if this had been the case, the truck driver would not only have been psychotic in his determination to pursue any other vehicle along the highways, but suicidal as well considering the number of reckless moves and collisions so deliberately and recklessly made. Tanker or ANY dangerous cargo vehicles require responsible people behind the wheel. Based on the shabby appearance of the Peterbilt truck, one might safely assume that it was empty, on its last legs, and perhaps even being taken to a scrapyard.
