The exclusion of regular characters from the Spider-Man was largely budgetary. Most of the characters were copyrighted by their creators and Marvel Comics, requiring rights fees for their use. In addition, realistic looking costuming, props and effects needed to properly portray Spider-Man's Rogue's Gallery of Villains would have proven cost prohibitive.
