Jojo's ability to tie his shoes could represent his disenchantment with the Nazi party. At the beginning of the movie he can't tie them- whether out of unwillingness or inability. His mom is always tying them for him, as she always trying to dissuade him from being involved in the Nazi party. When he finds her body, he tries to tie her shoes, but because his grief, he is not able to manage it- despite trying. At the end of the war as he and Elsa are about to leave the house, he is able to tie her shoe. This shows his full departure from his faith in the Nazi party.
