While in the time period the film takes place, Frank Nitti is the boss of the Chicago outfit. His underboss, Paul "The Waiter" Ricca was the one who made most of the decisions for the Chicago Outfit even though Nitti was official boss. The guys from NYC (Lucky Luciano, Meyer Lansky) which Chicago had many business dealings with, preferred dealing with Ricca over Nitti. He would've more often than not been there with Nitti when he decided to send Jude Law's character to kill Michael.
