The tap pants ensemble costumer Leah Rhodes put Carmen into as she meets Marlowe for the first time was about as short as shorts could get at the time. The fact the film is set in Southern California might explain the summery outfit, but the weather and clothing in the next few scenes look more appropriate to a rainy old fashioned Los Angeles winter. It obviously was meant to set an atmosphere... and it did.
