The news coverage at the beginning of the film shows photos of all the Avengers who died for good during the war against Thanos, as seen in both Avengers: Infinity War (2018) and Avengers: Endgame (2019). Although Captain America didn't die (he chose to return to the past of a different timeline), the movie makes it clear that the other Avengers and SHIELD chose to have the public believe that he was killed in action to explain his absence.
