CIA for any mission are forbidden to work within USA, storyline having them officially hunt Decepticons would be plausible as a necessity, however, Attinger doesn't care & hunts only Autobots. Furthermore, the CIA director for 2 years should know EVERYTHING about Black Ops, however there's always the argument about deniability.
